Computer doesn't always boot up

So, I've been having this problem for a good 3 years now since I first built this computer. What's weird is that my computer doesn't always boot up. Many times after shutting down or turning off the PSU, I'll press the power button and a small and faint yellow light will blink quickly on my mobo but the computer won't actually boot up. The fans will not run or anything, it just seems to be stuck like it's waiting for something to happen. I'll end up turning the PSU switch off and back on and I'll have to do this sometimes 2-10 times before my PC decides it wants to start. I have no problem starting from sleep mode, this only happens after a shut down. Over the years I have tried everything from swapping memory, reseating all components, reseating heatsink, just everything you can think of. It's an issue I've become accustomed to expect it to happen after a shutdown, it's really annoying and I'd just like to hear some people's opinions or suggestions. Also, I am OCing my system and have run extensive test on all the components as well, and everything is stable and good, maybe this is a PSU issue but if so why does it act like it's not going to work but as soon as the PC is up everything is great and stable?

Mobo - EVGA 780i
CPU - Intel E6400 @ 3.3GHz
Memory - 2x 2GB G.Skill (forget model)
GPU - EVGA 8800GT
PSU - BFG 550watt
other components: creative x-fi + i/o dock, 2 SATA HD's, 2 Dvd drives

So..I don't think it's a power issue, and it's been going on for quite a while, and I'm just stumped on what could be the cause or a fix for this, any help would greatly be appreciated!
 
You could try to fiddle with

- black out power-on settings in BIOS (post power failure state or somesuch)

- CPU protection features involving CPU fan state (e.g. shutdown on fan failure may be issued too early) or CPU temperature

- you could try to distribute rails more evenly

- check if the problem remains even when you short the power-on pins manually with a piece of metal

etc.

If it's doing this since the day you build it.you probably mist something inside the box.like bad connection or wrong one. i would recheck everything to make sure.and your drivers are they all up to date? cant be that bad because it is running.just something wrong. yes it could be a psu issue.
