I recently put together a new desktop computer. Prior to installing Windows 7 home premium, I had realized that every time I shut the computer down from the BIOS, the computer would shut down, fans and all will completely turn off, and about 3 to 4 seconds after shut off, the computer will then conduct a cold boot and turn itself back on.
I have searched the BIOS, and am unable to see a setting to change.
I did eventually install windows 7 and the problem does persist. I do not believe it would have anything to do with windows 7 (please correct me if I'm wrong), as the problem started before the OS was installed.
Is this a hardware issue, maybe a bad PSU, or what would the issue possibly be that I would need to check?

Motherboard: ASUS Z97 Pro Gamer
Processor: Intel i7 4790K
Power Supply Unit: Thermaltake Toughpower Grand 1200W Plat Cert. (overkill, I know. I plan on adding more graphics cards and PCI cards down the line)
Computer Case: Corsair Obsidian 650D
RAM: G. Skill Ripjaws 16GB (2 x 8GB)
Graphics Card: EVGA GTX 4850
