computer does not restart properly

set up a new computer, but when i got to the bios setup, and fiddle around, and exit, my computer does not reboot to POST. i have to reset it, but the changes are there.

also, when i am in windows, and go to restart from start menu, its makes the appropriate noises to shut down, but right before its supposed to restart, nothing happens, and my monitor is blinking its led at me saying no power received.

my computer stays on but nothing is on screen.
