Computer does not power on

Odd problem which I have not really encountered before.
I just bought the mobo from FS FT, and it does not turn on. PSU does start and obviously none of the fans start spinning up. I've disconnected everything but one stick of ram, the psu, and the vga. Nothing so far.

I just doubt that the mobo is dead. I think there is just a problem with the circuit for the pwswitch jumper.

I have an old psu which I wouldn't mind cutting some of the wires. I was thinking maybe cut the 14th wire bare and making a switch to force the PSU to start up without the motherboard initiating it. Does the 14th wire do anything other than start the PSU?

I'm looking around and trying to find anything pertaining to this problem. They just give generic things like: make sure the cord is connected and surge protector is on; make sure another device will work in the same outlet. These are the problems, and I've now tried 4 PSUs in it. All of them capable of running the system, so I am sure it is not the psus.

I'm going to look into what, if any thing other than turn on the PSU, the 14th wire does on a standard 20pin connector.

Well, looks like that is all it does. I found an article by someone who cut the wires to create a dual psu (I don't know why he would do that when there are adapters that will connect two. Anyway, I'm going to see what I can do to start the thing manually.

lol, well, I just thought of something, and it was the problem. The mobo shipped out with the battery jumper in the reset state.

The mobo turns on now, but is giving me 3 long beeps. Looking for the code for it.

Well, apparently this board is picky about RAM. It rejected two other kinds, but accepted my PDPXBLK. This is from another system, so I guess I'll have to buy some ram that's compatible with this board.
