Computer delays to switch on

When I press the button to switch on my computer the computer doesn't switch on immediately but after some time. This is something that it happens for about a month.

PSU and CASE are from Antec
CPU is ATHLON 64 3000+
Motherboard from Gigabyte

If you need more detailed information about my configuration ask me and I will give you. What happens to my computer?

whats the wattage of your powersupply and how many devices do you have connected to it?

HD's, vid cards, OD's, floppy, fan controllers, sound cards, usb devices w/o their own power.

If it was working fine then power dropped on its own I would guess the psu took a dump.

If you added another device or have been overloading for a time that would explain the symptoms.

All the devices that are connected to my computer are self-powered.
My PSU is Antec TruePower 380W.
Video Card Sapphire X800XL
Zyxel 660 uses its own adaptor
Scanner(Canon) uses its own adaptor
Printer(Lexmark) uses its own adaptor
Screen(Mitsubishi) does not take power from the PSU
Zip(own adaptor)

The same devices that I had when I bought the computer I have them now and the computer was working properly.
I also have a UPS from Powerware 1KVA.

I also want to note that when I shut down the computer the keyboard, the mouse, and the LED of Zyxel that shows the connection between the computer and the router stay on. I have to close the UPS completely to see the LEDs off.

When I switch the UPS the LEDs on the keyboard start to blink without the computer has been switched on.

Well then the easy test would be trying your system bypassing the UPS.
If you connect your system directly to the wall and flip it on does the same thing happen?
If not then you know its the ups.

The same thing happens! I also want to add that sometimes when I switch on the computer doesn't make any beep and the screen doesn't open. The only thing that I hear is the fun. I also have noticed that sometimes the mouse and the keyboard doesn't respond. If this happens the only way to restart the computer is by stopping the power supply.
