Computer 'chugs' on cold powerup

The last two mornings, my comptuer has been refusing to start up when i push the power button. Instead, it starts to power everything up for a second, resets, powers up for another second, resets, etc. The cycle lasts for a few minutes, but the time from startup to reset becomes gradually longer, untill finally, it starts up and stays running. Its almost like the computer needs to 'warm up' before it can go.
It may be a powersupply issue, however, i had just replaced it two months ago for the same reason, and the system is ROCK SOLID otherwise. If the PSU was outright bad, i would get alot more BSODs/etc.

Any ideas?
 
Well, as always, check all your connections. Does the computer actually POST the first few times? If not maybe your board is going wonky...
