Computer Build

I am salvaging some parts from an old computer and putting them into a new build.

What I have:
Hard drive (Western Digital 250gb EIDE)
Graphics card (ATI Radeon 9550 AGP)
Disk Drive (unknown)
Operating system (Windows XP Home Edition)
***Pentium 4 1.7ghz***
***256mb of RAM***
Power supply? I probably shouldn't even bother salvaging the stock Dell PSU.

*** = These parts are coming from a Dell. I don't know if I will be able to salvage them. The ram probably won't be salvagable, but its cheap to get so I am not worrying.

I want to put together a computer in a new box that will run equal to my old one or faster. I have a budget of $100.

If this cannot be done, just say so, because there is absolutely zero flexability in my budget.
