Computer boots to safe mode

My sister is having trouble with her computer. The specs (as well as I can remember):

MSI K7T266 Pro
1GHz Duron
256M Crucial memory
Gainward GF2
SB Live!
Creative modem
Win98SE

Basically, the computer boots into safe mode without posting any errors. The device manager is clean. She has not installed any new drivers. She just went to bed, and woke up to a "safe mode only" computer. Last thing she installed was Print Master. Uninstalling it made no difference. We disabled all but the essential stuff in msconfig and tried a reboot. That was no help either. I don't know what to do. The computer isn't giving me any clues at all to work with. It did lock up once while we were on the phone and gave an error about explorer.exe.

Suggestions?
 
When the PC boots (but before the OS starts loading) press F8 to get the menu for "normal", "safe-mode", "dos"... ectra... then try normal...?

Tried that. It still goes into safe mode.
 
That was my initial impression, but I always prefer to troubleshoot first. My sister has learned quite a bit about computers over the last few months, but I don't think she's ready to do a complete format/install yet. I'm 250 miles away from her which also complicates things. 🙁
