Computer booting and rebooting

I recently installed a new motherboard, ECS K7s5A, and my computer is having problems. It powers on, recognizes IDE Devices, momentarily shows the XP icon, and reboots. This even happens when I boot in safe mode. Any ideas?

Anyways, this is probably heat related. Check to see if the heatsink is sitting correctly on the cpu.

It's probably overheating while loading Windows, hiccups, then cools down as it does the post again, then reloads Windows, and hiccups again.
