Computer boot problems

Problem with hardware. I have an EPoX 9NPA+ultra 939 motherboard, AMD A64 3200+ Venice, 1gb Kingston ValueRam 1gb(2x512), eVGA Geforce 6600 PCI-E, Maxtor Diamondmax 10 6L0M080 80 Gig SATA150 hard drive, and Antec SmartPower 350 psu. I just got finished fixing this computer because it was full of virus's, and now I've reinstalled, reformatted, repartitioned, 3 different times to try to get this hard drive to work but everytime i install now it hangs up at the Windows screen. The progress bar will go across like 6 times then freeze. Im trying to find the culprit, so I hooked up the old hard drive(IDE) and it bluescreened, I put different memory in it with no dice, I hooked up a different psu, put in a different processor, hooked the hard drive up to a different computer, and it still wont work. Any ideas on how to find the culprit. Im thinkin its probably the motherboard but I want to make sure of it before I send it back.

Try the PSU , Also try taking off all un-necessary hardware.

IE..no second CD/DVD , Single stick mem , reset bios to default.

Which different psu did you try? I.E., was it more powerful than that 3.50 watt Antec? If so, it has to be your motherboard.

Try reseating the video card. Or try a different video card. My Epox socket 754 SLI has given me fits with certain Nvida video drivers.

Download a hdd diagnostic software and zero the hdd. This is to make sure there are no hidden virus in the boot sector which prevents you from booting properly or the boot sector could be damaged. By zero'ing the hdd will surely be clean.
