Computer automatically reboots before going into windows

Every time I turn on the computer it goes past the POST screen and just before windows starts to load, it restarts by itself. The catch is that it runs ok if I remove the outer shell of the case. I tried swapping PSUs and that had no effect.

There may be a motherboard standoff that isn't under one of the holes on the motherboard and it may be touching the bottom end of the PCB, could that be causing this problem?
 
when u say outter shell, do u mean when u pull the mobo out of the case entirely, or do u mean just having the side panels out?
 
Based on the symptoms you describe I would think it is a heat problem. Opening the case allows cool air in and cools the processor. Check your temps in the BIOS and if they are high try to increase circulation in the case and check to make sure your heatsink is in tight and you have the proper amount of thermal paste.
