Computer automatically boots

Hey guys,

I'm having a little problem. Recently I upgraded my BFs computer. I switched his old AM2 motherboard for a AM3+ motherboard with his old Phenom II X4 925 and added a SSD.
I put it all into a Fractal Design 3000 but kept all the other components including the cheapo OEM power supply.

No like every second or third time my BF turn his computer off it will automatically turn on again after like 10 seconds. It a really odd behavior. Do you guys have any help?

In my experience, at least in the case of a motherboard powering up when the PSU switch in back is turned on or the PSU is plugged in, indicates a problem with the mobo.
