Well that is pretty much it. here is what happened:

I tried to a scan disk/check disk earlier today. It said it can only do it on a restart to I figured I would wait till later. I forgot I had scheduled it so when I turned my pc on I decided to reset. Well thats when it happened. I get to the windows boot screen:

safe boot
safe boot with networking
safe boot with command

known config

normally

with any option i choose it gets to the windows loading screen and at about half the bar it restarts and repeats the process. any help is greatly appreciated. 🙂

And if you boot to recovery console and run chkdsk /p on your C: drive, what happens then?
