Compuker takes a long time to post

Here's a weird thing that I haven't encountered before: My dads computer starts randomly rebooting and now it will randomly take a long time to post (up to like 5 minutes). I thought it was the power supply so i replaced it with a new antec. But now it's doing it again, could it be the board?
 
Could be board, heat, HD, PCI card, etc. Try disconnecting the hard drive and boot up with a floppy. Try taking out PCI cards one at a time. Let us know how it goes.
