350MB is pretty much the standard size for 1hr compressed HDTV episodes that I've seen, and that's with the size of something like 640x352. If you shrink it much smaller I think it would look pretty bad.
I'm using WinTV32 that came with my Hauppauge board, on SVCD Standard play which records around 2mbps or so. Most files come out to around 500MB or so for an hour of TV. After I go through and cut out commercials or not and run it through TMPEGEnc it comes down to around 250-300MB.
350MB sounds like the optimum size. Don't squeeze it down further or you'll lose quality. If you need storage space, just get a DVD burner, and the discs cost pennies per GB.
