Completely stumped on video on Latitude c400 WinXP

Customer brought in a Dell Latitude c400 with P3 @866 running WinXP pro.
The wanted a wipe and reinstall due to viruses spyware. At that time the machine booted every time and Device Manager had Intel 830m as the display adapter twice with Digi Flatplanel monitor at 1024x768.
I wiped and reinstalled. When installing the Dell driver it gets to the second instance of finding a Video Controller and goes black but I hear the sound of another divice being installed.
If I shut the machine off and restart it comes up fine. However, it then only boots once ore twice before just going to black screen and nothing happens. When I reboot it comes up to the menu for safe mode, etc.
Sometimes by going into safe mode and rebooting it will get to the desktop. If it does it works flawlessly.
I tried the generic Intel drivers and also a driver I found on the net. Same problems.
I want to say either the video or the memory is bad but the machine was working fine.
I am stumped.

Resolved by flashing the bios.
I only flash as a last resort but this time it did the trick.
