Here is a little comparison of Intel dual core TDP across the last few generations. Note that Nehalem did not include dual core models. I am assuming the TDP listed refers to the dual core listed clockspeed for turbo models (Westmere on).
Conroe - L7700 (17W), 1.8GHz
Penryn - LS9600 (17W), 2.13GHz
Westmere - 680UM (18W), 2.13GHz (return of hyperthreading to dual cores)
Sandy Bridge - i7-2677M (17W), 2.6GHz
Ivy Bridge - i7-3667U (17W), 3GHz
Pretty substantial increase here moving from 1.8GHz to 3GHz under the same TDP. Of course IPC increased significantly as well.
