Comparing dB - 80mm vs 92mm

Imagine the current situation:

Comparing two fans (a 80 mm and a 92mm) that have the same dB ratio, for example 50dB but the 80mm is rated for 5000RPM's and the 92m rated for 4000mm both at 12v.

My question is, is it normal to think that if those two fans were downed to 7v the 92mm would be less noisy?

I "presume" this because of the lower RPM on the 92mm. Am I correct to assume this?

Absolutely. At 7-volts they will be very quiet. I have two comps with 1x120mm and 1x92mm 7-volted. They are "almost" indetectable outside of the case.
