Most games give minimum and recommended specs. These are normally for desktop parts. e.g. core i5 2.5GHz+ etc, or HD6750 with 1GB.

Are there any sites/tools/rules of thumb to convert to mobile equivalents e.g. what is a HD????M or an i5????C/H/U equivalent to on the desktop?

desktop and mobile i5/i7 have pretty similar performance per clock.
that said desktop parts are usually clocked higher, and mobile i5 and some mobile i7 parts (U) are dual-core, which can confound matters.
The best way would probably be to compare turbo frequency and number of cores. This doesn't account for thermal throttling on mobile parts, however.
Many ultrabooks/super thin/small mobile parts throttle from heat.

wikipedia has a performance equivalent for mobile to desktop on nvidia gpus
it doesn't have that comparison for AMD parts yet, though you could always compare config cores and clock rates between similar architectures.

Use passmark. Their ratings are good for both CPUs and GPUs. For example, a mobile R9 m290x scores 2547, while desktop R7 260X scores 3007. If you simply type the codename of the product ("m290x"), followed by " passmark" into google, the first result usually gets you to the page you want.
