Compaq r4010ca driving me up the god damn wall.

Ok this is driving me nuts. I can not play any games as the damn thing wont run full speed. The processor is a sempron 3200+ (mobile, also not listed on their site). It used to work correctly and now it wont. I tried The one for win xp created may 05 and am had no luck. Even plugged in it stays at 997 mhz. CPU-Z also shows the reduced clock. Games are def. slower....it seems it randomly works at full and other times I can not get it to clock full. I have tried all the power schemes.


Can anyone help me?
