Company's ipad app wont install on 7.1

So, the company i work for pays some developer to create and maintain an iPad app. Since iOS 7.1 hit we are getting errors saying the app can't install because the certificate is not valid. The app dev wants 500 to get a certificate and I am like, we pay you guys monthly, you get the certificate.

Should we pay or should they?

It depends on what your contract says. Sort of like construction contracts and who is responsible for getting permits.

Developer Certs are $100 a year for all apps under the account. However to answer your question, it ultimately depends on the contract you signed with the dev. I suggest you guys create your own account and obtain the source code for your app so you can keep using it forever.
