Compact P onboard video problem

Buddy has a Compact P with a 300 celeron, with ATI video onboard. He asked if I could upgrade to a ATI Expert 128 PCI. I disabled onboard in bios and installed new card. No disable jumper on board. The board still tries to load the onboard card but it won't install. It also will not install new board. Any Ideas... Sorry for the poor writing I'm rushed for time. Thanks.
