Comp won't turn on

I received it with the explanation that it was on one night when the owner went to bed and was off in the morning when she woke up. When she went to it in the morning, it was making a humming or buzzing sound that sounded like it was coming from the power supply. I put a new power supply in, and I get get the LEDs on the mobo to light, but when i push the button to turn on the computer, nothing happens. The HD works when put in another computer. Does this sound like a dead mobo, cpu or other vital component? or do you think it's a switch problem? Is there anyway to find out?
 
It might possibly be the switch itself. You can try jumping the MB directly. Although, the memory is a more likely culprit as amdskip has said.
