Comp wont start

My friends computer wont start after it errored while playing WoW.

Sempron 3100+ (s754)
ASUS k8n
asus ti4200 128mb 8x
1x 80gb sata HD
500w psu
ATX12v is plugged in.
doesnt start with or without the keyboard plugged in.

the mobo is on standoffs, it was working ok for three months now.
we noticed the bios sink gets pretty damn hot. its in an atx case with 5 fans.
I first thought it was an overheating problem but the cpu has been staying around 38c.

I went through a proceedure of troubleshooting, unplugging whats not needed and only doing the bare minimum. It turns on, fans and everything except his monitor wont go on and his mouse wont either. The keyboard lights up also.

During WoW his screen would flicker then his comp would freeze but a reboot usually fixed the problem. So i figured its the video card but when i replaced it with another one we got the same thing.

I really think the Nf3 chip is fault. any suggestions?

Enermax, tried with a generic 420w that we know works. still no post

took out ram, unpluged everything, took out video card and only had the 20pin, 4pin atx12v and system speaker plugged in.

the system system starts for 2 seconds and a very light "meep" comes from the system speaker then shuts off.

if you have changed all the peripheals with known working ones, and it does the same thing, then it has to be a bad motherboard.
