comp restart and shut down problems

Hey, I just put together a new pc and im having some issues. Here are the main components

Asus P5B
c2d e6300 @1.325v
crucial 10th anniversary ram @ 2.1v
freezer 7 pro
enermax liberty 500w

Well when i first started up the computer and installed windows it seemed fine. now after windows has been installed i started updating the computer etc. now every time i restart my computer it actually shuts off for about 3 seconds then it turns back on. A couple of times after I have installed a program or update my computer will just shut off then restart. Also every time after i exit my bios settings the computer will shut off for a few seconds then turn back on. I have no idea why it would be anything else other than a bad PS. I try OC and i get errors in orthos or prime on anything over 350fsb.

Im thinking its a bad power supply. Hopefully so i can return it back to newegg for a replacement. Also it shows that my PS fan is running at a merely 900rpm, is that right?

please help, Thanks

before you start RMAing a little further diagnosis is a good start have you tried it with 1 ram stick at a time? ahow about with every thing out of the case to verify no shorts from any thing contacting a metal part? You might start with the PB5 thread in the Motherboard forum on this site for more ideas.

what do you mean from something contacting a metal part? cables should be fine contacting parts of the case right? also should my ps fan be running at 900rpms?
