comp not turning on (please help)

I'm helping a friend build his computer and we are having some problems. The computer will not turn on at all. When I hit the power button, absolutely nothing happens. I RMAd the mobo and the cpu because i thought somethign might have fried. I tried the stuff again today, and the same problem. i'm positive I connected the power switch plug into the mobo properly. There is an LED that lights up on the mobo so i know it's receiving power. Do you guys have any suggestions?
 
Do you have the CPU fan attached? some will not even start if a fan is not attached. Even though there is a light on, it doesn't mean that there can't be a problem with the power supply. Did you install the motherboard properly? it's not touching any metal anywhere is it? Also, give us more specs.. what mobo/cpu/power supply etc.?
 
yeah, i checked to make sure all of the metal risers were in, the mobo is not coming in contact with the case. The heatsink/fan is attached and connected. The system has a 2500+ Barton, an Asus w/ an nforce2 chipset (not sure about exact model). I think tomorrow I'll try changing the PSU. I checked all the components, Vid card, RAM, etc. everything is seated properly. Any other suggestions?
 
What case is this in? If you have front USB outlets on the case, unplug them from the motherboard for now, and look closely at your rear I/O shield to ensure that none of the springy "finger" things are getting into your USB or network jacks.

You might have the case's Power Button plug on the wrong pins... Asus sometimes does funky silk-screening as if it's Backwards Day at the mobo factory. The correct pins are shown on page 33 of the manual... they're the fourth & fifth pins from the right end of the bottom row. Try tripping them directly, using the tip of a screwdriver to make momentary electrical contact between them.

Also, is your power supply a decent-quality 300W+ unit? Is the video card very firmly seated in the AGP slot (two rows of contacts in there)?
 
Bonus suggestion: double-check the rear of the power supply to confirm that it's set for the proper voltage (110 volts or 220 volts, whatever's appropriate for where you live).
 
I never plugged in any of the extra USB/firewire stuff from the case. The IO port panel is firmly seated and none of the weird metalic things from it are getting in the way of any ports. The case has a 400Watt PSU. I'll check the power switch connecter. I just followed what the manual said. It said that the darker colored wire goes to the (+) pin. The wire has green/black. I am i correct in assuming that "pwr" = (+) and "gnd" = (-) ? because i put the black wire to the pwr pin and the green on to the gnd pin.
