Ok, what does this firewall not understand when I tell it yes?

It has to ask a bazzilian times for every single micro action a program needs to do. If I say yes, I mean yes. All I really care about is programs that call home. I want to say no to that, the rest of this stuff like "this program is about to edit so and so key" I want to only have to say yes once, not a bazillion times for each key or external app it launches.

Is there a way I can restrict it so it only prompts me for network related activity?

if you check remember this box when you click yes or no then it will not bug u again or you can pull down and click trust application then click ok then that is it
or get zonealarm free so it will not bug you after you say yes or on once but comodo is good than zonealarm free verison

I set Defense & Security Level to disabled, (right click on the icon). Thats what's telling you if you want such and such to do this or that. Note, it's a different settings from the firewall, so it won't disable the firewall.
