Commercial Whitelists for filtering s/w?

I'm looking for "filtering" softare, but what I want to do is not really filter, but to lock out access to all but a list of approved "educational" type sites (ie, a whitelist - i.e., if the site is not on the list, you can't access it, no matter how squeaky clean it is), and I don't want to have to create such a list from scratch. Anyone know what commercial filtering program provides such a list? Or if there are third party whitelists that can be used with commercial apps, and if so, which ones?

(For those who want background, I'm setting up my teen - who is having a little trouble getting homework done because of the distractions of on-line gaming and gaming forums) with a swappable drive system, one drive with full-on access and all the gaming stuff loaded (but user password locked), and the other drive with word processing and Internet Explorer, but with web access limited to "educational" and "research" sites)
