Command Line convert images?

I'm faced with a bit of a dilemma. I have a huge directory tree of PCX images that I want to convert into GIF images so that they can be used on a website. The PCX images change around frequently so I'd need to do this on a schedule.

I've found some programs like ThumbsPlus that do the conversion just fine, but they can't be made to do it from a command line command that I could execute from the Windows scheduler.

So, is there anything that could perform such a mass/batch conversion of images using a command line command?

If there's nothing for Windows, is there a Unix program that could do it?

Thanks for any advice offered. I figured I'd ask before I got to cracking on something custom.
