Comma delimited file in Excel not opening correctly

I have a comma delimited file (.csv) that opens ok on my machine but opens as one big block of text on my co workers machine. I assume that something has to be set in either Excel or in the operating system. I just can not figure out what. I looked under option in Excel but there was nothing there.

I'd suggest checking the Regional Settings in Control Panel. Perhaps you have to change the Number/List separator setting.
