coming from modded xbox, what do I need to know for xbox 360?

My kids have been playing downloaded games & old N64 ROMS on my chipped XBOX 1 a lot and I want to get an XBOX360 to do the same thing (not the same games obviously), but I know nothing about it - didn't want to pay $60 for each game anymore so I never looked into it. What would I be looking for as far as mod-ability? I see many 360s for sale on Craigslist for ~$100, some with Kinect for ~$150. Tell me what I need to know please? For instance, do I need one with a 250GB hdd? 32GB? 4GB enough if I don't need to copy games onto the hdd? Etc. Would you risk these used ones with all the RROD issues or buy new for $200? PM is fine too thanks. Not sure where to look.

Media playing works but the supported formats are pretty limited unless you back it up with software on a PC that can do transcoding on the fly, such as TVersity.
