If there really was a problem with On-Demand, it would more than likely only affect the subscribers in your immediate neighborhood as well.

The servers that provide On-Demand access are located at each central office and run independently of all others, and like all servers, from time-to-time they do go down.

They have redundancy built in with many nodes per cluster, but it could be they were doing maintenance... which usually happens in the wee hours of the morning.
