I just got a mailer from Comcast that they upgraded their download speed from 1.5mbps to 3mbps, but I still only get 1.5mbps. What could be the reason, and do I need a new cable modem to get 3mbps?
Super sadly you live in Sunnyvale were they are still at 1.5mbps. The lines in Sunnyvale are still on the 550 MHZ system. Thus you are lagging the rest of comcast in TV and internet service.

Check your speeds by doing a test at miranda.ctd.anl.gov:7123/. If indeed you are at a lower speed, then head on over to www. dslreports.com/tweaks, and see what their report suggests. You may need to change your TCP Receive Window and MTU settings.
Download DrTCP from dslreports.com and use it to reconfigure your settings.
