Com/Serial/Parallel port problem, need help

First, let me say I don't know if this is a hardware or software issue, so I put it here. Sorry if I have mis-posted.

I have a friend with a dell machine that was not seeing any of his ports right if at all. I have not seen it in person yet, but he says that when he plugs anything in to the ports nothing is getting recognized by the machine.

He's running W2K and has been up and down and all over it with Dell tech support to no avail. Dell ended up sending him a new mother board and it is doing the same things. Nothing is getting recognized when attached to the machine. Since the new mobo is doing the same things, does this sound like and OS issue to you? Is it time for the ole format c:? Any ideas or suggestions greatly appreciated. Thanks,

Make sure that the ports are activated and at the proper addresses/IRQs in the BIOS. Then make sure they are present and listed as operational in the Device Manager. If both BIOS and DM look OK and they still don't work, remove them from device manager, shutdown, reboot and let them be redetected. Hope this helps.
