Colour laser printer prob

A friend is having problems with their colour laser printer, and as I'm not really that experienced with troubleshooting this kind of problem, I thought I'd ask here about it. This problem is occurring with all print-outs, he's replaced all the toner cartridges, the drum and the waste cartridge already.

Here's an example of one of the print-outs:

He's drawn a couple of rings around the problematic area.
 
It would help to know what make and model the printer is. Also, the number of copies run through it. Lots of laser printers have their own type of issues and problems and without knowing the specific make and model, just guessing. Off the top of my head, were the toner cartridges OEM or remanufactured?

I've asked him to get back to me regarding the toner question.

- edit - He's using Samsung cartridges.

- edit 2 - about 250 sheets per month.

I know you said this happens with all print outs but can you do an internal test print? Does the same pattern occur?
 
Which drum? Most color lasers have four drums (one per color.) Maybe the Sammy doesn't, though. Dunno.

Could also be a tear in the fuser, by the looks of it.
