color depth of system tray icons in Win2k

I have Win2k and notice that the icons in my system tray never seem to have the right color depth. No matter what the icon, it displays in either 16 or 256 colors (I can't tell which) instead of High or True Color. It's not a big problem, but it would be nice if I could fix it. Thanks.
