Since all or almost all of the cost of those phone lines are likely rolled into the cost of tuition, I doubt it costs you nothing.
The on-campus phone lines aren't turned on until you activate them, at which point you recieve a phone bill from the university. So, if you choose not to get a landline, the cost to you really is nothing. I'm not sure what kind of policy they use elsewhere.
