I am looking at going back to get an EE or CE and I was wondering does anyone rate major programs like they rate college's. I have been looking at The Princeton Review and only have found ratings for the college's.

You're not really going to find undergrad ratings, but you can find the ratings for Doctoral programs at US News. It should give a fairly good indicator of the ratings for undergrad.
