Cold War II would require a nation that has a chance. At least the former Soviet Union for as inefficient as it was did have an economy that was somewhat close. Russia isnt even close. Cold War II will probably be fought between China and the United States.

1. China stops shipping fun electronic toys.
2. USA descends into anarchy as factions fight over the last remaining iPhones
3. ???

no biggie... ACLU (and similar organizations) sells US secrets for free and without prosecution. US security and its secrets are at more risks from its inner left wing nutcases than from its external enemies.
