Unlike CD-R disc, CD-RW disc are usually "encoded" to burn at a rated maximum speed. Erasable discs not coded to permit 10x writing will not allow it. This is found in the ATIP of the disc.
BTW, had to buy a 5 pk of Verbatim 10X CD-RW blanks, since my 4X blanks won't format/write any faster. 19 minutes is too long for me.
