Cold Cathode Problem...

I just bought a cold cathode setup and when i hook it up to my system it wont boot. Kinda funny, but i think it is a power issue. I am running an athlon xp 1700 with 300watt power supply. Is this a known thing with cold cathodes? if so i guess i just have to go on up to 400watt.
