Cold Cathode not bright?

I ordered a cold cathode dual inverter kit from nexfan.com I just hooked it up and it's not very bright, at all. It's on it's own rail. So it's getting power. Do the get brighter over time?

They take a minute to get going, not hardly longer than it would take to open AT and post about it :)
Is it UV?

What color? Most of the time they take a while to "warm up"... if you leave it running for a while, it will get significantly brighter. UV lights don't get that bright, but it will get better over time. Also, if your light has two wires running into one end of the bulb from the inverter, you can try spreading them apart from each other a bit... Most of the time the wires aren't insulated great so the closer they are the dimmer the light is.

My blue cold cathode turns on bright and stays bright. It is a blue 10in one by Raidmax or something like that.
