Codemasters: Race Driver sound issue

I can't figure this out!

Sound is normal in the menu screen, in all the blips and videos the sound is normal and good...

But during a race it is basically just a constant hum... I can barely make out the RPM, definitely cannot play manual because I can't hear when to shift..

What could be the problem?

Here is what I see in the Sounds & Audio Devices window (XP)

Only part I've figured out is, it sounds like the announcer is speaking at 100x speed... and it sounds a tiny bit better when I have surround on, even though I only have 2 speakers 😛
