I am working on a very small project , program will be used on 2 pc. The problem is they are both running x64 versions of windows and the program uses device drivers that need to be signed. I can test them or put the machines in test mode, but I don't want to leave them that way. I would really like to sign the drivers, but the price these places want for a certificate is outrageous. Some of them don't even verify anything. It is just , pay the fee and get a certificate. I fail to see how this helps improve the windows experience when any spyware or virus writer willing to pay the cash can get a signed certificate.

I could understand a small fee that required verifying personal or company information but some of these fees are $300 + per year for essentially nothing.

So can someone point me to somewhere reasonable or have a workaround ?

There usually are basic checks in place when you sign a driver. That said, I don't know :(

We use Thawte at about $200 a year on sale, $250 normal price. It's a ripoff but we're big enough that it only stings a little. They're part of Verisign so every device that can use SSL will have the proper root certificates.

GoDaddy is "only" $200/year so I'd consider them if I was doing a side project on my own. I'd google for compatibility if the project was for mobile devices that might not be as easy to update with new root certs.
