I work in the public safety industry, and based on personal experience, I can confirm that most government Websites suck. Code for America was founded with one task in mind: to improve the Web experience of public agencies. I think this is a very noble cause, and instead of breaking down the details here, I'll just link to the relevant pieces of information.
