COD4 patch won't work

I just installed call of duty 4 on my new computer and when I go to install the 1.4 update patch, it says I need to have a copy of cod4 installed before I can use the patch. Obviously I had it installed.. i uninstalled it.. reinstalled it and still the same thing. Why is this happening?
 
The patches are not cumulative, eg. you have to do 1.1, then 1.2, then 1.3, etc...

Stupid, I know, but that's how you have to do it.

Grr. It wasn't like that when I went through this a couple months ago. I don't understand why they don't auto-update, or let me register my key in Steam so Steam would handle it.
