Yeah. Server admins can punk buster ban members from playing. Not sure how exactly it works or what the politics are though.

@ OP: I'm not interested in how you got banned (but the fact that you got banned would mean that the game was in fact working, you can't ban a key that wasn't active).
To answer your question though, I'm afraid the only way to get a key is to buy Call of Duty 4.
