cobwebs in my trees

Several of my trees have this very fine thread web covering the bark on the trunk. It's not those big nests (of moths I think) in the branches. I don't see any critters, but I wonder what it making them and what damage they might do. Variety of trees afflicted.
 
Spiders aren't only things that make webs, there are no spiders visible, and these webs aren't, or don't appear to be, for catching prey. Literally sheaths entire tree.
 
I think tent caterpillars are the ones that wrap the branches and become evil moths - very destructive to the tree. What would this worm do?
