I think these two countries just wanted to see for once what it feels like to be on the other end of the occupation after being on the receiving end for centuries. Now that they got it out of their systems, they are going home ;)

I kind of think you have a point. Alot of countries are paying through the nose to maintain a large standing army, and they want them bloodied from time to time. An experianced force is more effective than just a well trained one. I do not however believe this to be a good practice as the 'enemy' may or may not be a deserving one.
