CMS- Content Management System for a Free web Storage Server?

most cms´s process the web content in "realtime" every time a client ask for the web thru the net. But i´ve heard about cms´s that "PREPROCESSES" the content on your system only when you add something new and no more.

Would be possible to use one of those in a free web storage server that don´t allow php content?
Do you know any of those cms´s?
Do you know which is the formal word for those cms´s to be refered to?
